Developer Menu in Settings missing after enabling Developer Mode

I am attempting to test an App Clip Local Experience, however my iPhone 14 Pro on iOS 16.3.1 is not showing the developer menu in settings. I have enabled developer mode under Privacy and Security and restarted. I have even tried toggling and restarting it a few times, and the Developer item in settings does not show up anywhere.

I've noticed this too, the Developer item in settings in missing since updating to 16.3 :/
