I'm a translator working with an xliff file type. My client is having issues importing the xliff file into xcode. My issue is I'm on windows and they're on macOS. How can we convert the xliff file into an xcloc file type?

I'd suggest having your client start with information at https://developer.apple.com/documentation/xcode/exporting-localizations/ and if there are still problems, have them submit a feedback ticket with the relevant data so we can investigate why it isn't working.
