when creating a simulator in xcode 15 with ios 16.4 it doesn't appear in the simulator list

I tried to create a new emulator but why when I use iOS 16.4 it doesn't appear in the simulator list but when I use iOS 17 the simulator appears but the simulator r not running smoothly?

when open simulator ios 16.4 with command in terminal run smoothly

I am using a macbook pro m1 256 and xcode 15
