Can't enroll or contact support; almost universal redirection to same developer page

I'm trying to enroll for the developer program and have signed into the developer page at https://developer.apple.com/account.

However:

  • When I try to proceed to enroll into the developer account via the button on the top of that page, I get sent back to the same page https://developer.apple.com/account.
  • When I contact support, I get sent back exactly to that same page, https://developer.apple.com/account.

Whelp?

Update: this is now working (the links seem to go to their purported destinations instead of sending me back to the same page).

This was probably some sort of DB/auth/verification delay after a new signup.
