same here.. I tried to downgrade it to the previous update but it doesn't allow me to turn off Find My iPhone.. so I couldn't do it on the mobile itself or using itunes by connecting it with my PC
I've found something that's similar. I'd been using a sort of VPN, the Adguard DNS, a feature in Adguard Pro for blocking traffic with malicious or undesireable sites. Turning that VPN off fixed it.
With Adguard Pro content blocker enabled in Safari and Adguard DNS VPN feature enabled:
- iOS updates: "Unable to Check for Update."
- WiFi settings show joined, but icon missing from top of screen and connection doesn't work.
- VPN perpetually "connecting"
- Verizon cellular data connection very slow and sometimes failing
After turning off Aguard Pro DNS feature and content blocking:
- iOS update works: "iOS 10.3.2 Your software is up to date"
- WiFi works
- Verizon cellular data works with good speed
Then I turn the content blocker feature back on:
WiFi turned itself off, but I was able to turn it back on again, and all seems to be working.
i also had the same problem but i deleted the vpn app that i was using and everything works fine now
Same here, contacted an Apple support representative and he couldn't help, I think he didn't understand my problem, and I couldn't put it into words until I read this. If anyone has a solution please contact me as well.
I don't have access to the site myself, so I'm waiting on a colleague to provide me with either a PDF or screenshot, but apparently the Release Notes for 10.3.2 Beta 1 on the AppleSeed for IT site states:

VPN
Due to an issue in iOS 10.3.2 beta 1, many third-party VPN clients will not launch.
Not sure why this isn't in the Developer release notes. The release notes from 10.3.2 here look almost exactly like the 10.3.1 notes.
The VPN issue has since been fixed in 10.3.2 beta 2, at least for the ones I've tested; native VPN, PIA, and OpenVPN.
Correct, the latest release notes call out the fix:

Third-party VPN apps should now work as expected.
OpenVPN doesn't work on 10.3.2 still, at least for me. I click connect, and it just bounces right over to not connected again.
Confirmed - 10.3.2 Beta 1 broke OpenVPN and and BetterNET.
Back to 10.3.1 Stable and all is well.
