XCode 15.4 not listing Apple Silicon Mac as running destination for iOS

I use to testing iOS app directly on my M1 Mac mini, without needing to plug in an iPhone. After updated to XCode 15.4, this option is gone.

Turns out I have to install at least one simulator to make it appear
