I have removed an app from App Store Connect, and it now appears under the "Removed Apps" list. However, I need to use the removed app's bundle ID to create a new app. Could you please assist me in permanently deleting the app so that the bundle ID can be reused?

That’s not possible. Once App Store Connect knows about an App ID, there’s no way to reclaim the bundle ID that it uses.
Bundle IDs are not visible to the user, so standard practice here is to simply choose a new bundle ID and move on with your life.
