I am being completely blocked from creating apps, or even updating apps. This is the message I receive every time:
"We noticed that your app provides the same feature set as other apps that have been submitted to the App Store (either under your own account or across multiple developer accounts) and simply varies in content or language.
Apps that simply duplicate content or functionality create clutter, diminish the overall experience for the end user, and reduce the ability of developers to market their apps.
We encourage you to review your app concept and incorporate different content and features that are in compliance with the App Store Review Guidelines.

No matter what I do I get this for any app I put up. I uploaded 2 bug fixes to 2 apps already on the store, and 1 new app, completely different than any other app I've ever put up, and they all were put into review and rejected in 1 minute. 1 minute for all 3. The reason, is stated above. When I asked about it further I was presented with this:

We ask that you consolidate your existing apps, as well as any new apps that you submit, as your app provides the same feature set as other apps you've submitted to the App Store, only varying slightly in content or language. (For those instances where it doesn’t seem appropriate to consolidate all of your apps into one, it would also be acceptable to consolidate your apps by theme, category of app, business, etc.)
To resolve this issue, please combine apps with similar themes and feature sets into a single "container" app. You may want to consider using the in-app purchase API to deliver the different content to your users.
Please reply to this message to indicate the app name and Apple ID of any "container" apps submitted under your Apple Developer Program account.

All of my apps are completely different. I am being asked to make a container app for a platformer game, a puzzle game, and a racing game? I am so completely lost on this. I resubmitted them and was rejected again. I even worked on a small app project (again, completely different) to see if they would reject any app I put up. It was, and for the same reason. I was told to put all games that are in 1 specific category into 1 "container" app. I put in an appeal for all (4!) apps, and have been waiting for over a week now. What is happening? It's not like I take a template, reskin it over and over again and put it up as something different. These games are all completely unique in my developer account.
