Report an app
If you believe an app presents a trust or safety concern, or otherwise doesn't meet the App Review Guidelines and Apple Developer Program License Agreement, you can report it to App Review for investigation. App Review takes every report seriously and works directly with the app's developer if a violation is confirmed.
There are two ways to report an app to App Review:

Use the Report an app form.

If you're already corresponding with App Review about your own app and want to raise a concern about another app, you can include it in your reply to App Review.
Note: Just as App Review wouldn't discuss your app with someone else, App Review can't share the outcome of an investigation into another developer's app with you.
What to include in your report

Provide identifying information for the app you're reporting, such as a product page App Store URL, a recruitment link for a TestFlight app, or an app ID for apps available through alternative distribution.

Describe specifically what you observed and why you believe it's a concern. Cite the App Review Guidelines you believe the app doesn't meet.

Provide detailed steps to reproduce the issue. If it occurs outside the app, describe how to observe it.

Include links to any related websites or content.
Don't

Don't file a report to check the status of a previous report.

Don't expect reporting another app to change the outcome of your app's review. All apps are reviewed against the App Review Guidelines and Apple Developer Program License Agreement.
