Can you develop apps for iOS 14 using XCODE 7

Hi.
I use a Early 2011 MBP thus use OSX El Capitan as it is the best experience this MBP can get. Can I develop apps for iOS 14 using Xcode 7, the highest compatible with this version of OSX?

Please respond ASAP.

Even if that were possible, you could not submit to appstore:

Starting April 2021, all iOS and iPadOS apps submitted to the App Store must be built with Xcode 12 and the iOS 14 SDK.
