App rejected because duplication but still on same publisher

Hello, I have a client having 2 apps with same theme, color, and styles. The one is for user and the other is for administrator. The problem with administrator was rejected because of duplication issue. The apps has some feature of user's app but has additional feature only for administrator.

How to publish the administrator app in this scenario ?

  • Did you explain this to apple review team ?. Have exact different icons, names , descriptions ?

You just have to use a slightly different App Icon (use a different color for Admins). Green for Users and Blue for Admins for example.
