Trouble Enrolling, support no help

Been trying since yesterday to enroll in the developer program but having issues Got to the payment stage yesterday to start with and I got a message saying something like "the region of the account is different to the one you are trying to sign up for" I backed out and tried again but it won't go any further than " Your enrolment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time.

Contacted support but that was no help just kept giving me same copy and past responses when I asked what the issue was saying each time " For one or more reasons, your enrollment in the Apple Developer Program could not be completed. We are unable to continue with your enrollment at this time or provide additional information." Is it worth trying another apple ID? I'm getting a new ipad tomorrow so trouble is If I manage to sign up on a different ID i'll lose all my previous purchases and apps, correct?
