Xcode cannot run on Windows. You need a Mac. Recent enough (>= 2017 typically) to install latest versions of Xcode.
If you’re a member of a paid developer programme, you can manually generate a provisioning profile using the Apple Developer website. See Developer Account Help.
If you’re trying to do this otherwise (you’re using free provisioning, aka Personal Team in Xcode) the Developer website isn’t an option. Free provisioning only works for Xcode and the Swift Playgrounds app.
