How to transfer account holder with unsubscribed membership?

1. I am the account holder.
2. I didn't renewal my membership since May. 2023. So my orginization is not using the apple developer membership anymore.
3. I'm gonna be resigned so I have to transfer account holder to another co-worker.
4. When Im trying to transfer account holder through Update your information+, it says"

Update your information. Since your membership information is associated with contracts between you and Apple, any changes to this information will need to be reviewed and verified.

Then, I cannot do anything with this step..

I just wanna transfer account holder but there is no way. How to do this?

If I'm trying to ask for support, I cannnot even select this organization.
