BETA_CONTRACT_MISSING (422) blocking all TestFlight, agreements all Active

Hi,

I'm completely blocked from TestFlight. Every attempt returns:

"status": "422", "code": "BETA_CONTRACT_MISSING", "title": "Beta contract is missing for the app."

This is an older account that has used TestFlight fine before. Nothing changed on my end, no account changes, no agreement updates.

What I've already checked:

Business > Agreements: Paid Apps and Free Apps both Active Tax forms and bank account Active No pending banners anywhere in App Store Connect or developer.apple.com Test Information complete Export compliance answered Build processes to VALID with no warnings

Same error on a brand new app with a fresh build, so it looks like the beta contract is detached on the backend rather than an app-level problem.

I've filed a support request and haven't heard back. This is time sensitive, I have a client pilot waiting on an external TestFlight link.

Is there any way to get this re-provisioned?

All TestFlight builds of all three apps in my account expired at the same second (2026-09-12T14:21:21-07:00, one app at ...:22), without any action on my side. buildBetaDetail reports internalBuildState = EXPIRED and externalBuildState = EXPIRED for every one of them.

A freshly uploaded build processes fine (VALID, expired = false, normal 90-day expiration) and can be added to an external group, but submitting it for beta review is rejected:

POST /v1/betaAppReviewSubmissions HTTP 422 ENTITY_UNPROCESSABLE.BETA_CONTRACT_MISSING "Beta contract is missing for the app."

Meanwhile App Store Connect shows the Free Apps agreement as ACTIVE (2026-08-31 to 2027-07-19), DSA compliance active, certificates and provisioning profiles valid into 2027, and beta review for the previous builds APPROVED.

So the account has a valid agreement in the UI while the beta submission path says the contract is missing. The public TestFlight link returns "Not Found" because no valid build can get behind it.
