When people who have downloaded your app, and asking for a refund, what would be the oficial way of handling this?

Asking them to goto this link, and ask for a refund?

Right, give them that link.

Don't offer to refund....I'd just give them that link and leave it at that. Many direct-to-dev refund requests are more about fraud than anything else, so be wary of engaging in anything more than have a nice day.
