Are you talking about the Activation Lock feature that ties a device to an iCloud account? If so, then if the device is signed into an iCloud account and iCloud Drive is enabled, then I guess you could use it for development if the device is not passcode locked.

Reply to Second Public Beta With Defective Login
I have similar behavior but I've noticed that the accounts appear to be locked. The credentials themselves are OK and I've created extra users to test this but sometimes 2/3 are locked and when I try to open a shell I'm asked to login, indicating my account is locked (again).There is also a password policy in place that may or may not be from this build — I have a Meraki agent on my test workstation (rMBP) and at one point I recovered a user account by moving their Library folder aside (Library old) and then thought it may be related to something in the user environment but it's persistent in locking or otherwise making the account unavailable.Will update if I get any diagnosis or clear definition of what is happening.

Saw the same issue today for a device that is part of an Apple Business Manager account (migrated from a regular DEP account).Enabling activation lock worked for a device that is part of an Apple School Manager account.MDM documentation states that both Business Manager and School Manager accounts should support MDM Activation Lock, though:The Activation Lock request is available in X-Server-Protocol-Version 2 and later to organizations that have enrolled through the Apple School Manager portal or Apple Business Manager portal.Not sure why activation lock fails for the ABM device...?

Cannot receive 2FA code after registered email was deleted – locked out of Developer account
My Apple Developer account was registered with a company Gmail address that has since been permanently deleted. Now when I try to log in, I reach the 2FA step but the verification code is no longer sent to my registered phone number. I am completely locked out. Has anyone experienced this or knows how to contact Apple to recover access?

I seem to be having the same issue with an apple account I had created. Shortly (within a day) after it was created it became locked with no explanation. I have been told by Apple Support that they are unable to tell me why the account was locked, and have not provided any path forward. Have you made any progress on this? The only think I can think is that my account was flagged because I am using a custom domain for my email address. But its hard to say if that is truly the case.

It appears that if you restrict changes under the Screen Time options on any iOS device on an account, it will restrict those changes on any other iOS or MacOS device on that account. This capability was apparently driven by Parental Controls considerations and designed to prevent a child from changing iCloud account parameters that would allow them to remove the controls from any device on which they have an account. Many of us use this feature to prevent access to a stolen iPhone with a stolen pin that would allow changing iCloud account parameters without an iCloud password. It would be nice, but is not possible now, to be able to lock down an iPhone without also locking down an iPad and a Mac. The Mac getting locked is particularly problematical because the alternate Screen Time PIN access is not available on MacOS.

Locked Out Loop
I am verifying my new account. However in my first log in it says my account is locked. When I try to get a new password, it is now showing a different phone number to verify that isn't mine. Now I am stuck in the loop where I can't contact support as Apple doesn't share support email or phone number details unless you log in, so now I'm stuck in a loop. Any help Apple Support, can you send me your email?

I'm unable to renew my Developer License because my Apple Enterprise account is locked.
Currently, the Apple account being used for business purposes is locked and the license cannot be renewed. I tried unlocking and changing the password with assistance from the information center, but all failed. We would like to request support in this regard.

Payment Confirmed but Apple Account Still Locked – No Support Response
I received the email confirming that I paid for my Apple account, but my account was never unlocked. I’ve already sent emails and requested phone support, but I haven’t been able to get help through any of these methods. I paid with my Visa card. Does anyone know what to do? Has anyone experienced this?

HomeKit Lock
Unlocking my homekit lock makes it go into a never ending loop of lock/unlock notifications. The lock will unlock, but the notifications and the loop will not end until I lock the lock back
