I got the same error today. No more details, just some general error. Unable to finish submission.
I'm trying to distribute an update to a free private app for a business, and I'm getting the same error. When I look at the response in the network tab in the browser I see this error: "The developer does not have a license that allows private distribution". I have a normal developer license for $99 a year, and it worked when I published the app six or seven weeks ago.

Both of my agreements (paid and free) are currently green and active, so I don't understand what I can do to make it work.

I removed a macOS submission that I do not want and it works!

Maybe Apple could help the users better next time?

Solution:
Seems apple cannot accept review submission of two/more different type. Eg: submission for ios and submission for mac os. Incase you have any open submission, other than what you are trying, you will get this error.
To solve this, you need to remove all pending submission by clicking "-" next to that review. Now, you are not admin then you wont get this sign and you need to connect with Admin. After clearing all pending reviews, you will be able to submit the version.


Apple, please, provide more meaningful errors.

Same here, experiencing this issue as well right now.
Trying to distribute free B2B app.

What I've checked (Admin role):
  • The Contact Details are fixed

  • Both Agreements - Free Apps and Paid Apps status is Active

  • No alerts - in Tax, Banking, Contacts - all data seems to filled correctly. In Banking we have an active Bank Account.

Anyone have any idea what is going on? We are over 2 weeks with zero answers.

I have the same problem.

Apple support has not been able to figure it out (they have probably not tried)

10 days with try again later is not good enough for a serious company!

I scratched my head until I opened my inspect element and checked the network request to find the response of the failed request. It gives a detailed error JSON.

We are not able to upload new apps. When will you help us out?

So we've had this twice now

The first time Apple fixed it at their end, not sure what they did and then it worked for a while, but then came back

The fix that worked for me today was around the new option to have the app also work on MacOS

In Xcode it was turned off, but in App Store Connect it was turned on.

Simply turning it off solved the problem (we're not using it anyway and I'm not sure how it got turned on, might be a default or me being curious)

But this was enough to cause the problem and the app is in for Review now

Apple what is going on? This issue has been going on for weeks! My team has the agreements on point, all the Metadata correctly filled. We can´t submit our update for the app. The only red text on the entire panel is the one for the IDFA and is checked as "No, it doesn´t". What do we do?
Did you check the certificates, as I mentioned before?
Do we have a Solution to this problem? Still i face the same issue.
