I got the same error today. No more details, just some general error. Unable to finish submission.

Any update on this? I'm having the same issue. App distributed via Apple Business Manager.
I am having the same problem hence not being able to submit the app for review.
We are having the same issue since Aug 14th. We are submitting to the private store and not public app store.

I had the same problem after registering a bank, taxes and contacts, the error disappeared.

I share the answer that apple gave me:

Hola, 
Veo en nuestro sistema que le falta aceptar el contrato de apps pagados. Después de aceptarlo usted podrá procesar el app para revision.

This helped to me. Also the app for Custom Business Distribution


Adding bank and taxes information solved the problem.

How about private app for Apple Business Account. We don't need "Paid Apps" at the moment. This is what we see:

The Paid Applications agreement allows your organization to sell apps on the App Store or offer in-app purchases. It's an optional part of the Developer Program License Agreement and describes the terms for paid apps contracts. To complete the agreement, you will also need to provide banking and tax information.

You can still distribute your free apps without entering into the Paid Applications agreement.

Can you help us out this 9 days issue?
