Apps and Books for Organizations API – Reliability Issues, Feature Request, and Rate Limit Clarification
Hi Apple team and community, We’re currently integrating with the Apps and Books for Organizations API as part of our device management solution and would like to highlight a few critical points we've encountered — including a reliability issue, an enhancement suggestion, and a request for clarification on API rate limits. 1. Issue: Intermittent 403 Errors with stoken-authenticated-apps Endpoint We are encountering intermittent 403 Forbidden responses from the stoken-authenticated-apps endpoint. Approximately 30–35% of the requests fail with a 403 status code. These failures are inconsistent — the same request (using the same Content Token and Storefront) may succeed upon retry. All requests are properly authenticated and include the required Cookie and other headers as specified in the API documentation. This issue is impacting our ability to reliably fetch app metadata at scale, particularly in workflows. We’d like to know: Is this a known issue? Could it be due to a rate limit or token misconfiguration? Are any changes required on our end to avoid these failures? 2. Enhancement Request: Include externalVersionId in versionHistory Response The versionHistory extension currently returns: versionString releaseNotes releaseDate However, for Declarative Device Management (DDM) workflows such as App Pinning, we need the externalVersionId as well. Without it, we can't reliably correlate version metadata with the specific version ID required for pinning. Adding externalVersionId would: Enable precise version targeting during App Pinning Improve reliability and automation in managed deployments We request that Apple consider including externalVersionId in the versionHistory response to better support DDM-based app lifecycle management. 3. Rate Limit Clarification We found the following note in the Apps and Books for Organizations API documentation: "The Apps and Books for Organizations API limits the number of requests your app can make using a developer token within a specific period of time. If you exceed this limit, you’ll temporarily receive 429 Too Many Requests error responses for requests that use the token. This error resolves itself shortly after the request rate has reduced." While this confirms that a rate limit is enforced, there is no detailed information about the thresholds — such as the number of allowed requests per minute, hour, or day per developer token. To help us implement proper throttling and retry strategies, we request clarification on the following: What is the exact rate limit threshold per developer token? Are there per-endpoint limits, or is it a global cap for all requests using the token? Does the API return a Retry-After header when the limit is exceeded? What is the recommended backoff strategy for clients to follow when receiving 429 errors? This information would help us implement efficient throttling and error handling logic. Any insights from the Apple team or other developers who’ve encountered these issues would be greatly appreciated!

Unable to get inbound and outbound byte count in Content Filter report.
Hello, I am building a Content Filter app for iOS and would like to get access to some information about network connections that are happening on the device. I managed to have the handle(_ report: NEFilterReport) method of my NEFilterControlProvider called, but the bytesOutboundCount and bytesInboundCount properties of the report are always 0. How can I have the real byte count of the connection ?

Rate limits for frequent iOS resets (EraseDevice) and activation processes?
Hello everyone, I am looking for technical clarification regarding potential rate limits when automating frequent iOS device resets. In my workflow, I need to reset test devices multiple times per day using the EraseDevice MDM command, often combined with the ReturnToService flag for automated setup. I understand that after a full reset, the device undertakes several critical steps to become operational again, including device activation, system app installation, MDM re-enrollment, and subsequent validation of developer certificates for internally distributed apps. Based on Apple’s documentation and my own observations, I am aware of the following domains being involved in these processes: Device Activation: albert.apple.com, gs.apple.com, captive.apple.com, humb.apple.com, static.ips.apple.com, sq-device.apple.com, tbsc.apple.com, time*.apple.com System App Installation: *.itunes.apple.com, *.apps.apple.com, *.mzstatic.com MDM Enrollment: Communication with Apple ADE servers followed by the MDM server. Developer Certificate Validation: ppq.apple.com, ocsp.apple.com, crl.apple.com My primary question is: Are there any rate limits imposed by Apple’s servers on these specific processes when performed frequently on the exact same device within a short timeframe (e.g., multiple times per day)? Specifically, could anyone provide information regarding potential limits for: Device activation requests? System app downloads post-activation? Automated Device Enrollment checks and subsequent MDM enrollments? Developer certificate validation requests? Additionally, is the list of domains above comprehensive for these processes, or are there other key endpoints involved that I should be aware of regarding potential rate limiting? Understanding these limitations is crucial for ensuring the reliability of automated device management workflows. Thank you for any insights!

macOS ACME certificate not appearing in System Keychain
Finally got to the stage where the ACME certificate profile is successfully installed. However, the public key/certificate itself isn't appearing in the System Keychain. I'm not sure if this is normal or if it's an indication that something went wrong after the profile installation. Unfortunately, I didn't study the log detail at the time and I'm uncertain of how to retrieve those logs from two days ago for the ACME activities. Can anyone confirm that macOS 26 should be storing ACME-retrieved MDM profile-based certificates in the System Keychain? If they should be there, what can possibly go wrong? The most obvious issue I can see is that the ACME server has requested the certificate with two CN's, which comes from the MDM profile asking for the subject against CN and the OID (2.5.4.3). Both CN's are identical. I'm surprised the profile installed if something is wrong. At first, I assumed Apple had decided to stop installing the certificates into the System Keychain.

Declarative Management Activations do not recover from failure
Hello All, I am currently developing a mobile management system using declarative management and for the most part it is pretty great. There is one consistent issue I have run into and it comes when testing VPP app installs with not enough licenses. When my server detects that it can't provide a license ID it will return a 404, which causes the rest of the DM syncing to stop, and the activation to throw an error. Per the documentation for using simple activation: An array of strings that specify the identifiers of configurations to install. A failure to install one of the configurations doesn’t prevent other configurations from installing The above would imply that if a config fails it should not affect anything else (aside from possibly reporting an error. Am I returning the wrong error code for it to continue or is the behavior correct and the documentation is wrong? Any additional info would be useful

App whitelist profile working on supervised iPhone, but not on paired Watch
Hello, I’ve run into an issue with a configuration profile on my supervised iPhone. I’m wondering if anyone here might be able to help? The profile contains the allowListedAppBundleIDs key within the restrictions payload. My Apple Watch is paired with the iPhone. The iPhone was supervised manually with Apple Configurator, hence the Apple Watch has not been directly supervised itself. The profile works completely as expected when installed on the phone. As soon as the profile is installed on the iPhone, I can witness the apps on the Apple Watch rearrange themselves as some apps are hidden. So clearly the profile is applying its restrictions to the Apple Watch to some degree. My issue however is that apps listed in the whitelist are hidden from the Watch. The apps that are missing from my Watch are Walkie Talkie, Find My Items, Find My Friends, Messages, Alarm, Remote, Now Playing, Sleep, Meditation and Heart Rate. This is despite the following bundle IDs being listed in the whitelist array: com.apple.findmy.findpeople, com.apple.findmy.finddevices, com.apple.HeartRate, com.apple.SessionTrackerApp, com.apple.NanoWorldClock, com.apple.findmy.finditems, com.apple.Mind, com.apple.NanoOxygenSaturation, com.apple.watchmemojieditor com.apple.NanoSleep com.apple.NanoNowPlaying com.apple.noise com.apple.tincan com.apple.NanoRemote com.apple.NanoAlarm com.apple.private.NanoTimer com.apple.NanoStopwatch I’ve done some testing, but not sure what I’ve found really. I’ve so far identified 3 scenarios. Scenario 1: I have the whitelist profile installed on the iPhone. I download an app that appears in the whitelist from my watch (or at least its iPhone version does). The apps show up on the iPhone automatically and can be launched there. These apps cannot be launched on the watch. Scenario 2: I downloaded a few apps to my watch, that didn’t automatically install on my iPhone at the same time. They were on the whitelist. These ones couldn’t be launched from my Watch. I then downloaded them to the iPhone and they could be launched there (since they were on the whitelist). Scenario 3: A couple of 3rd party apps on the whitelist could be downloaded and launched from the watch with the whitelist installed. It seems as though there are different kinds of Apple Watch app and this is what I’ve read elsewhere. First of all there are Watch-only apps, which do not automatically install a companion iPhone app. Secondly there are companion apps, which when installed from the Watch App Store download their companion app to the iPhone in the background. Someone please correct me - I’m bound to be overlooking something here. So maybe the apps that when installed from Watch automatically install on iPhone and can only be launched from the iPhone have a separate bundle ID for their Watch app which I haven’t included? Apps that are on the whitelist AND do not automatically install an iPhone app AND can be launched from the Watch, include: solstice What3words So maybe these do not need a companion app, but have the same Bundle ID as their iPhone app? However, I’m still not sure why many stock Apple Watch apps are missing from the Watch…. The most obvious answer is that I’ve got their Bundle IDs wrong, but I don’t think I have given I extracted the bundle IDs from the App Store pages of the Apple WatchOS apps. I noticed at this Apple Support page (https://support.apple.com/en-gb/guide/deployment/dep34c5cd30f/1/web/1.0) that there is no mention of whitelisting or blacklisting apps on WatchOS using MDM, yet something definitely happens on the watch when the configuration profile is installed on the iPhone. Furthermore, if I tap on a configuration profile, which comprises a blacklist, on my iPhone it will ask me if I want to install it on the iPhone or Watch. The same pop-up question doesn’t happen when the profile contains a whitelist. All this to say, I’m massively confused as to why I can’t get this working. I’d really appreciate anyone’s advice which is bound to be expert. Thank you

.mobileconfig with Managed App Configuration on enrolled devices for Public Unlisted App
Hello, We are working with an iOS app that is distributed as a Public Unlisted App Store app. Our MDM allows us to import the app by URL, but when added this way, the app is marked as unmanaged in the inventory. Because of that, we cannot assign a Managed App Configuration payload to it in the normal way. What we are trying to achieve: Deliver a configuration profile to all enrolled devices before the app is installed. When the user installs the app from the MDM catalog, the app should immediately see the configuration values. Questions we’re hoping to clarify: Is it technically feasible to pre-provision a Managed App Configuration for an app in this scenario, by pushing a .mobileconfig profile to all devices? If yes, what would be the correct payload format and content of such a .mobileconfig file? We’ve tested a profile format we found here that uses com.apple.managed-app-config PayloadType and a ManagedAppConfiguration key with the bundle ID nested inside, but iOS reports this as “payload not recognized.” From what we understand, that may not be part of Apple’s schema. Any guidance from Apple or the community on whether this use case is possible (and, if so, what the valid profile format should look like) would be very helpful. Note: For a complicated company policy, at the moment we are not able to participate in ABM. Thanks in advance!

Supervised devices show wifi setup screen on restart
When an iOS 26.0 device is prepared in supervised mode, wifi connection screen is showing when the device is restarted. This wifi connect appears always on restart. I have tried using Apple Configurator GUI and Command line (cfgutil) command. In both cases, The behavior Wifi screen is showing up on restart for supervised mode. Cfgutil command: cfgutil -C {Certificate} -K {Key} prepare --supervised --name {NAME} --host-cert {Certificate} --skip-all Note: In non-supervised mode and other iOS, the wifi screen is not showing. Apple Configurator version: 2.18 iOS version: 26.0 Device model: iPhone 11 and above. Anyone else facing this issue? Any help is super appreciated.

Ads to be used in Kids apps
"If your app includes any links outside the app, or offers any in-app or other purchasing opportunities, make sure these are behind a parental gate" Super Awesome and Kidoz are proving with a parental gate on ad click and they also claim that all ads are manually approved (another criteria for ads in Kids apps). So these two are the only ad networks we can use moving forward. Or we can use ad networks like Admob as well? I dont intend not to be in Kids category - so leaving Kids category is not a choice.

Undocumented requirements when installing enterprise applications with Declarative Management
Hello, I am currently attempting to use declarative management to install enterprise application, however I am running into errors. Initially the device was failing to unpac the initial manifest it downloaded. After pulling logs from the device it was revealed that the manifest must include the bundle-version for it to parse as valid. Adding this has allowed for the ipa to be fetched from the server however there is a secondary issue. The application is on the device but is unable to be opened due to the device being unable to validate its integreti. Any additional information would be useful. For completion the working manifest will be pasted below. It should be noted that the manifest below does work when requesting application installs through MDM commands. <***> <items type="array"> <dict> <assets type="array"> <dict> <kind type="string">software-package</kind> <url type="string">https://domain/web/mdm/ios/enterpriseipa/bundle.id</url> </dict> </assets> <key type="dict" name="metadata"> <bundle-identifier type="string">bundle.id</bundle-identifier> <kind type="string">software</kind> <subtitle type="string">app</subtitle> <title type="string">app</title> <bundle-version type="string">x.x.x</bundle-version> </key> </dict> </items> </***> </plist>

in-house app cannot be authorized with iOS 18 new authorization procedure
short version question: why some users after deleting and downloading back my in-house app, cannot start the new process for approving developer, but instead it tries to start and then crashes immediately? long question version I am maintaining an in-house distributed enterprise app. due to update in iOS 18 update here users need to trust the developer via a new procedure that involves restarting device and inserting the phone code. after thousands (more or less 30.000) of users with no issue at all, some of them has this problem, the old (expired)trust seems to be persistent and never updated. Standard events a user deletes the app via settings > general > VPN & device management or via classic persistent touch procedure checks no other presence of the app is on the device via spotlight. since it is the only app with "MyDeveloperName" on the phone, if users goe back to VPN & device management screen, no app or developer will be present. user downloads new version of the app. If taps directly on the icon there is a system alert with says the developer must be trusted. a this point in settings > general > VPN & device management you can find a line with developer name, tapping on it we find a screen where user finds a white button with BLUE message "authorize MyDeveloperName" and follows procedure. My issue is that some users get following different behavior, and I do not understand why: ❌ tapping on downloaded app icon: no alert, but app tries to start then crashes. ❌ going in VPN & device management screen there is only RED write button "delete app" in both paths, working and not working, the app results "verified" in VPN & device management screen (Apple says old authorizations are preserved.)

Understanding allowedExternalIntelligenceWorkspaceIDs in MDM Payload – What ID is expected?
Hello, We're testing the new allowedExternalIntelligenceWorkspaceIDs key in the MDM Restrictions payload on supervised iPads. According to Apple's documentation, this key expects an "external integration workspace ID", but it's not clear what this specifically refers to. We've tried the following IDs individually (one at a time, as documentation says only one is supported currently): OpenAI Organization ID ChatGPT user email Apple ID used in ChatGPT Google ID used in ChatGPT login The profile installs correctly via MDM and the key is set, but we want to confirm: What exactly is considered a valid "external integration workspace ID" for this key? Is there a way to verify that the restriction is working as intended on the device (e.g. does it limit specific integrations or apps)? Is there an official list of services that currently support this? Any clarification from Apple or other developers with experience on this would be very helpful. Thanks in advance.

MDM profile for a binary with multiple signatures
Hello, we use an MDM profile that enables FDA for our program. The Identifier is set to be the path to our program. We'd like to have a profile that allows multiple CodeSignatures. Our older programs are signed with a different certificate than the current ones. We tried deploying 2 profiles (one for the 'old certificate' signed binary and the other for the 'new certificate' signed binary). But it looks like that MacOS accepts only one. I have also tried to use ProfileCreator to generate a profile with 2 entries, but it fails to do it. Manually editing the XML file and adding new entries does not work either. I'd like to know if there's a workaround for this issue.

Declarative management application config not applying
Hello All, I am currently attempting to get application config working with enterprise apps but it seems as though the asset config is not applying at all. While the asset and application install correctly it does not seem that the config is read at all judging from the status message returned. "StatusItems" : { "app" : { "managed" : { "list" : [ { "name" : "apps", "config-state" : { "app-config-state" : { "state" : "unknown" } }, "identifier" : "app.identifier", "version" : "3.2", "short-version" : "3.2.0", "state" : "managed", "declaration-identifier" : "dec-identifier" } ] } } }, "Errors" : [ ] } The asset file being sent down is as follows: <!DOCTYPE plist PUBLIC "-//Apple//DTD PLIST 1.0//EN" "http://www.apple.com/DTDs/PropertyList-1.0.dtd"> <plist version="1.0"> <dict> <key>Config 1</key> <string>Value 1</string> <key>Config 2</key> <string>Value 2</string> <key>Config 3</key> <string>Value 3</string> </dict> </plist> This is the config report being sent back by the device after everything has been fetched: "StatusItems" : { "management" : { "declarations" : { "activations" : [ { "active" : true, "identifier" : "group.activation.payload", "valid" : "valid", "server-token" : "56792E4AE25C3286640B45E6BD265AE97545B2B87F90A6355919FD8B2E3C3AB3" } ], "configurations" : [ { "active" : true, "identifier" : "app.install", "valid" : "valid", "server-token" : "34D7ACECAE16EE9EEAC0630FF2FF85524FFBB5BA3CB18CFB6296FBC860368C85" }, { "active" : true, "identifier" : "ios.policy.subscription.list", "valid" : "valid", "server-token" : "376913E11BE7D26EC745B3B68C6FA94C4FC061B1B736D143EBE0F12FF73ADFF8" } ], "assets" : [ { "active" : true, "identifier" : "app.config.reference", "valid" : "valid", "server-token" : "1CFBE30EB56309005F742D667B80242E6A3CDC08ED228D0BC5F87749C6BBAB77" } ], "management" : [ ] } }, "app" : { "managed" : { "list" : [ { "state" : "downloading", "declaration-identifier" : "app.install", "identifier" : "app.identifier", "name" : "apps", "config-state" : { "app-config-state" : { "state" : "unknown" } } } ] } } }, "Errors" : [ ] } Additional info would be useful, though a sysdiagnosis will be submitted to feedback as well. Config did apply correctly when sending down through Install application command

ABM API Problems with C# and PEM file
I am needing to access the ABM API via C#. Searching has directed me to use BouncyCastle. I have downloaded the PEM file. However, using the following: using (var reader = File.OpenText(pemFilePath)) { var pemReader = new PemReader(reader); var keyObject = pemReader.ReadObject(); I get the error "problem creating EC private key: System.NullReferenceException: Object reference not set to an instance of an object."

in-house app cannot be authorized with iOS 18 new authorization procedure
short version question: why some users after deleting and downloading back my in-house app, cannot start the new process for approving developer, but instead it tries to start and then crashes immediately? long question version I am maintaining an in-house distributed enterprise app. due to update in iOS 18 update here users need to trust the developer via a new procedure that involves restarting device and inserting the phone code. after thousands (more or less 30.000) of users with no issue at all, some of them has this problem, the old (expired)trust seems to be persistent and never updated.
