Unable to continue after Apple Developer Support reset my enrollment.
Hi everyone, I’m trying to enroll in the Apple Developer Program using the Apple Developer app on my MacBook. Originally, my enrollment became stuck before the payment step. Apple Developer Support withdrew my previous enrollment and confirmed that I could enroll again through the Developer app. The app now correctly shows “Enroll Now”, but when I click it, it immediately displays: “Unable to Continue. Contact support.” The error appears immediately, and the enrollment flow never starts—I don’t reach the terms, identity verification, or payment screens. I’ve already: Updated to the latest macOS. Installed the latest Apple Developer app. Verified that iCloud is enabled. Confirmed I’m using the same Apple ID everywhere (I only have one Apple ID). Restarted my Mac and signed out/in again. Tried different internet connections. Apple Developer Support has already reset my enrollment once, but the issue still persists. I’ve also replied to my support case with screenshots showing the problem. Has anyone experienced this after an enrollment reset? If so, what resolved it? Any advice would be greatly appreciated. Apple Developer Program payment not completing — no charge on card
Hello Apple Developer Support, I'm trying to complete my Apple Developer Program enrollment and the payment step is not finalizing, even after multiple attempts. Details: Membership type: Apple Developer Program — US$99 / 1 year I have attempted payment more than once (first attempt around June 29, 2026, and again since), but no charge has ever appeared on my card statement The enrollment page still shows the "Proceed to Payment" button as if payment was never completed I already opened a support case — no response received to date I'd appreciate help understanding why the payment isn't finalizing on your end, and getting my enrollment completed. I have a completed app ready and this is the only thing blocking me from publishing on the App Store. Thank you.

Developer Program purchase stuck in Pending — payment authorized but never charged (5 attempts)
I cannot complete my Apple Developer Program membership purchase. I have attempted the US$99 purchase five times since 17 July 2026. Each attempt behaves identically: I receive the Order Acknowledgement email stating the order will be processed within 2 business days, but the payment is never actually charged — no funds are ever debited from my card — and the enrollment status remains "Pending" indefinitely. No error message, no decline notice. This looks like the authorization succeeds while the capture never completes, after which the order sits in Pending forever instead of failing cleanly so I could retry with a different method. Entity type: Individual Apple Account region: Kazakhstan Support case opened today: 20000121077930 (no reply yet) Two questions for anyone who has been through this: Did a stuck Pending order have to be cancelled by Apple before a new payment attempt could succeed? For accounts where card payments never capture, did paying from Apple Account balance (gift card) work instead?

Individual Apple Developer enrollment in India blocked by “Unable to Continue”
I am attempting to enroll in the Apple Developer Program from India through the Apple Developer app. The app immediately displays: “Unable to Continue. Contact support at https://developer.apple.com/contact/.” I cannot proceed to enrollment type selection, identity verification, agreement, or payment. The issue is reproducible on an iPhone 16 Pro Max running iOS 26.5.2 with Apple Developer app 11.0.2. I verified the Apple Account details at account.apple.com, checked the Developer Account website, and confirmed that Apple Developer System Status reports no enrollment incident. The website shows “Join the Apple Developer Program” / “Enroll today,” while the required app flow remains blocked. I have opened a Developer Support case requesting a manual enrollment-state review and have filed Feedback Assistant report FB24014432 with the exact screenshot and reproduction steps. Has Apple Developer Support identified whether this alert normally indicates a stale historical enrollment, an unresolved identity-verification state, an account-information mismatch, or another backend restriction? I am specifically trying to determine the correct official escalation, secure verification, or reset procedure. Please do not suggest web enrollment as a workaround; Apple’s documentation states that enrollment in India must use the Apple Developer app.

How long does it usually take to convert an Apple Developer account from Individual to Organization?
Hello everyone, I'm looking for some advice regarding the Apple Developer account migration process. Around 2–3 weeks ago, I submitted a request to convert my Apple Developer account from an Individual account to an Organization account. Since then, I have contacted Apple Support several times and have followed all the instructions they provided. However, the migration is still in progress, and I haven't received any update about the expected completion date. I would like to ask the community: How long did your account conversion take? Is 2–3 weeks considered normal for this process? Has anyone recently completed this migration? If so, how many days or weeks did it take? Is there anything I can do to help speed up the review, or is it simply a matter of waiting for Apple's team? For context: My business is already registered. All requested information has been submitted. I'm currently waiting for Apple to complete the account conversion. I'd really appreciate hearing about your experiences or any advice. Thank you!

Active Apple Developer Program membership, but account still not restored after identity verification review
Hello, I’m posting a new thread in case anyone has seen this before. My Apple Developer Program membership is paid and should remain active until March 10, 2027, but my account suddenly lost access to membership-related resources. Current symptoms: developer.apple.com/account shows “Join the Apple Developer Program” In Certificates, Identifiers & Profiles, I get: “Team ID is not associated with an active membership.” A few weeks ago, I received a “We need more information” email asking for ID and proof of address. I did upload the requested documents, and after contacting Developer Support in China, I uploaded them again as a second submission. Developer Support in China has confirmed that the issue is related to an additional identity verification review, and that my second submission was forwarded to the relevant internal team. My Team ID is: 84FV5VNGS2 My China Developer Support case number is: 102922928162 But after about 3 weeks, the account is still not restored. Has anyone had a similar case? If so: how long did it take? did Apple manually restore the membership / team linkage? was there anything else you needed to do besides waiting? Any similar experience would be appreciated. Apple Developer enrollment stuck for a month — passport upload fails immediately in the app
I’m trying to complete my Apple Developer Program enrollment, and I’ve now been stuck in this process for about a month. The main issue is that the passport upload step in the Apple Developer app fails almost immediately every time with the same error, so I can’t complete identity verification and move forward. I’ve already gone through a very long back-and-forth with Apple Developer Support. At first, my enrollment through the website failed, and I was told to continue through the Apple Developer app instead. Then I ran into the passport upload issue in the app. Support asked me to upload identification documents through secure links, and I uploaded the requested documents, including my passport. I also updated my Apple Account name to match my official identification. During this process, one support representative, James, was helping me and there was a lot of back-and-forth. At one point it seemed like the case was being escalated and moving somewhere, but after that the responses became slower and then basically stopped. Since then I’ve been left waiting without a clear resolution, even though I’ve tried to follow every instruction carefully. This has become really frustrating and exhausting. I’m not trying to do anything unusual — I’m just trying to enroll in the Apple Developer Program so I can publish my app, and instead I’ve been stuck in a loop for weeks. Has anyone here had the passport upload fail immediately in the Apple Developer app, especially after already providing documents directly to Apple Support? Did anything help move the case forward? Unable to enroll into Apple Developer Program
Facing issues with enrolling into the program. Trying to do from Apple Developer app results into the error - Unable to continue (Contact support at https://developer.apple.com/contact/.) Tried from browser as well - the credit card doesnt asks for CVV so not exactly sure how will we get the OTP and the transaction is bound to fail ig? It seems so random can anyone help me with this?

Subject: Urgent Escalation – Apple Developer Program Enrolment Delayed Despite Repeated Document Submission (Cases 102942660738 / 102918832132) Dear Apple Developer Program Support, I am writing on behalf of BFELG UK Ltd (trading as Black Leadership Group) to formally escalate our Apple Developer Program application, which has now been ongoing for several months without resolution despite repeated engagement with Apple support teams and multiple submissions of the requested documentation. Our organisation has successfully completed verification and approval for Apple Business; however, our Apple Developer Program enrolment remains unresolved. Relevant Case and Enrolment References Latest support case: 102942660738 Developer Support case: 102918832132 Previous support case: 102915915845 Original Developer enrolment ID: CCN8762L4K Current Developer enrolment ID: 8CKNF7K665 Summary of Events In May 2026, Black Leadership Group submitted an application to join the Apple Developer Program. Apple subsequently requested proof of identity and organisational authority, including: Government-issued photo identification Employment verification Certificate of Incorporation / Companies House documentation These documents were provided through Apple's secure upload process. Despite this, we continued to receive requests for the same documentation. Apple indicated that it was unable to verify my identity and association with the organisation and requested the same evidence again. During the process we also encountered an account access issue which prevented us from signing into the Apple Developer account. After being redirected between support teams, access was eventually restored and the Developer enrolment had to be resubmitted under a new enrolment ID. Following restoration of access, we again submitted all requested identity, employment and company documentation. Apple subsequently acknowledged receipt of those documents and advised that they would be reviewed. However, on 14 July 2026, we received yet another notification requesting documentation that had already been uploaded multiple times. At that point we advised Apple Support that this was at least the third occasion on which the same documents had been submitted without any meaningful progress being made on the application. Impact on Our Organisation Black Leadership Group has developed an application that we intend to publish through the Apple ecosystem. The inability to complete Developer Program enrolment is now directly delaying our planned deployment and organisational activities. We have attempted to work through the standard support channels in good faith and have responded promptly to every request for information. However, the apparent absence of continuity between support cases and repeated requests for documents already supplied suggest that our application may require manual review by a senior member of the Developer Relations or Developer Program team. Request We respectfully request that Apple: Conduct a senior review of our Developer Program application. Confirm whether all previously submitted documentation has been received and is visible to the reviewing team. Identify any genuinely outstanding requirements preventing approval. Provide a named contact or escalation manager who can oversee the case through to completion. Confirm the current status of enrolment ID 8CKNF7K665. Unable to Purchase Apple Developer Program – "Not Available in Your Country/Region" Error (Mobile) and "Unable to Continue" Error (MacBook)
Hi, I am trying to complete the payment for my Apple Developer Program enrollment under my organization DigiSutra. I am facing two different errors depending on the device I use: On Mobile (iPhone): When I try to purchase/subscribe to the Apple Developer Program, I get the error: "Unable to Purchase – This item is currently not available in your country/region." On MacBook: When I try the same purchase, the process shows "Unable to Continue" and does not proceed further. I have already completed my D-U-N-S Number verification and all required organization details under the legal entity name DigiSutra. My Apple ID region and billing details are correctly set to India. I have tried this on multiple devices (iPhone and two separate MacBooks) using the same Apple ID, and the issue persists consistently — so this does not appear to be a device-specific issue. Could you please help me understand: Why the App Store is showing the Developer Program as unavailable in my region despite my account being set to India? Whether this is related to my organization enrollment/D-U-N-S verification still being in review on Apple's end? What steps I need to take to successfully complete this purchase? I don't understand what I should do to join the Apple Developer Program. I've already tried using the "Developer" mobile app, but the "Enroll now" button is not available. I've also tried using the website, but it showed an error message: "Your enrollment in the Apple Developer Program could not be completed at this time." Apple Developer Program enrollment rejected after failed identity verification — unable to retry or submit documents manually
Hello, I am having an issue completing my enrollment in the Apple Developer Program and would appreciate guidance from Apple Developer Support or anyone who has experienced a similar situation. I initially applied for the Apple Developer Program, but during the payment stage, Apple did not accept my payment method. I tried several debit and credit cards registered in my own name, but none of them were accepted. I contacted Apple Developer Support and was advised to continue the enrollment process through the Apple Developer app. Support enabled the identity-verification process for my account, and everything worked correctly until the passport-scanning step. During the passport scan, the app captured a blurred image. I wanted to rescan the passport, but the app did not give me an option to retake the image and submitted it. Approximately 5–10 minutes later, the identity verification was rejected. After that, I contacted Apple Developer Support again, explained that the passport image had been captured incorrectly, and requested either: another opportunity to complete the identity verification; manual identity verification; or a secure method to submit my passport and any other required documents. I made it clear that I am ready to provide any documentation necessary to verify my identity. However, I received the following response: “We can’t verify your identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs.” Since receiving this message, I have not received any further explanation or response. I am also unable to restart the enrollment process. I currently receive the following message: “Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time.” My support case numbers are: 102885570056 102931611778 I believe the rejection was caused by the blurred passport image captured by the Apple Developer app, rather than a problem with my identity or documents. I was not given an opportunity to review or retake the image before it was submitted. Could Apple Developer Support please clarify: Whether my enrollment can be manually reviewed; Whether the identity-verification process can be reset so I can scan my passport again; Whether I can securely provide my passport and supporting documents directly to Apple; Whether this rejection is permanent or whether I may submit a new enrollment request. I am a legitimate applicant from Azerbaijan and am fully prepared to provide my original passport, payment information, proof of address, or any other documentation required through an official and secure Apple channel. Apple Developer Program contract already accepted
I had already accepted my Apple Developer Program License Agreement since the 20th of march 2026. But your banner stay in my business portal and say : "Le contrat de licence de l’Apple Developer Program a été mis à jour et doit être revu. Afin de pouvoir mettre à jour vos apps existantes et en soumettre de nouvelles, la personne titulaire du compte doit revoir et accepter le contrat mis à jour en se connectant à son compte." Active Apple Developer Program membership, but team suddenly shows as not associated with an active membership
My Apple Developer Program membership is paid and should still be active until March 10, 2027. This account had been working normally for several months, but recently I suddenly lost access to membership-related resources. Now when I sign in to developer.apple.com/account, it shows “Join the Apple Developer Program” instead of active membership details. When I try to create an Identifier in Certificates, Identifiers & Profiles, I get this error: “Team ID is not associated with an active membership.” I have already confirmed: I am signed in with the same Apple Account used to purchase the membership the receipt shows the membership is active this problem started only recently, after months of normal use Has anyone seen this before? Did Apple Developer Support need to manually restore the membership or team linkage?

Enrollment stuck 17+ days — app shows "Pending", web shows "contact support" (Enrollment ID MX5XML7QZ0, Case 102896974266)
Hello, Individual enrollment from Argentina, stuck for 17+ days with contradictory states between the Apple Developer app and the website. Posting here after escalating through Developer Support without resolution. Timeline: Earlier this year: my first enrollment attempt (Enrollment ID 9ZZ8DMAR56) never completed and was cancelled. Support case: 102896974266. June 28, 2026: I started a brand-new enrollment through the Apple Developer app on iPhone (Enrollment ID MX5XML7QZ0). Payment completed successfully — the membership subscription shows as active in Settings > Subscriptions. Same day: I submitted my national ID (DNI) through the app for identity verification. Since then: the app shows "Enrollment pending — you will receive an email soon." No email has arrived in 17+ days. Meanwhile, on developer.apple.com, clicking "Enroll Now" displays a message telling me to contact Apple Developer Support — which suggests my account has a flag or a stale record from the previous cancelled enrollment blocking the new one. Already done: Replied to my existing support case (102896974266) with full details. Legal name on my Apple Account matches my government ID exactly. Region: Argentina. Phone number verified. Request to Apple staff: could someone please review Enrollment ID MX5XML7QZ0 and remove whatever stale record or flag is blocking it? My app is complete and this enrollment is the only blocker for TestFlight and a September App Store release. I'll update this thread as soon as there's any movement, in case it helps others in the same situation. Thank you.

Unable to Create Apple Account for Developer Organization Enrollment (‘Your account cannot be created at this time’)
Hi! I'm a first-time app founder trying to enroll my business in the Apple Developer Program as an Organization. I already have a personal Apple ID, so I'm trying to create a separate, brand new Apple Account using my business email for the enrollment. Every time I complete the account creation form and go through the verification code step, I get the error: 'Your account cannot be created at this time.' Things I've already tried: Personal cell phone number for verification A Google Voice number for verification Different browsers The Apple Developer app Different WiFi networks I only have one iPhone and one cell number, both already tied to my personal Apple ID. My D&B DUNS number is confirmed, the only blocker is creating this new Apple Account. Is there a known solution for this? It seems like it must be a common situation for small business owners who use one device for both personal and business. Any help appreciated!

The main issue is that the passport upload step in the Apple Developer app fails almost immediately every time with the same error, so I can’t complete identity verification and move forward. I’ve already gone through a very long back-and-forth with Apple Developer Support. At first, my enrollment through the website failed, and I was told to continue through the Apple Developer app instead. Then I ran into the passport upload issue in the app. Support asked me to upload identification documents through secure links, and I uploaded the requested documents, including my passport. I also updated my Apple Account name to match my official identification. During this process, one support representative, James, was helping me and there was a lot of back-and-forth. At one point it seemed like the case was being escalated and moving somewhere, but after that the responses became slower and then basically stopped. Since then I’ve been left waiting without a clear resolution, even though I’ve tried to follow every instruction carefully. This has become really frustrating and exhausting. I’m not trying to do anything unusual — I’m just trying to enroll in the Apple Developer Program so I can publish my app, and instead I’ve been stuck in a loop for weeks. Has anyone here had the passport upload fail immediately in the Apple Developer app, especially after already providing documents directly to Apple Support? Did anything help move the case forward? Facing issues with enrolling into the program. Trying to do from Apple Developer app results into the error - Unable to continue (Contact support at https://developer.apple.com/contact/.) Tried from browser as well - the credit card doesnt asks for CVV so not exactly sure how will we get the OTP and the transaction is bound to fail ig? It seems so random can anyone help me with this?

Our organisation has successfully completed verification and approval for Apple Business; however, our Apple Developer Program enrolment remains unresolved. Relevant Case and Enrolment References Latest support case: 102942660738 Developer Support case: 102918832132 Previous support case: 102915915845 Original Developer enrolment ID: CCN8762L4K Current Developer enrolment ID: 8CKNF7K665 Summary of Events In May 2026, Black Leadership Group submitted an application to join the Apple Developer Program. Apple subsequently requested proof of identity and organisational authority, including: Government-issued photo identification Employment verification Certificate of Incorporation / Companies House documentation These documents were provided through Apple's secure upload process. Despite this, we continued to receive requests for the same documentation. Apple indicated that it was unable to verify my identity and association with the organisation and requested the same evidence again. During the process we also encountered an account access issue which prevented us from signing into the Apple Developer account. After being redirected between support teams, access was eventually restored and the Developer enrolment had to be resubmitted under a new enrolment ID. Following restoration of access, we again submitted all requested identity, employment and company documentation. Apple subsequently acknowledged receipt of those documents and advised that they would be reviewed. However, on 14 July 2026, we received yet another notification requesting documentation that had already been uploaded multiple times. At that point we advised Apple Support that this was at least the third occasion on which the same documents had been submitted without any meaningful progress being made on the application. Impact on Our Organisation Black Leadership Group has developed an application that we intend to publish through the Apple ecosystem. The inability to complete Developer Program enrolment is now directly delaying our planned deployment and organisational activities. We have attempted to work through the standard support channels in good faith and have responded promptly to every request for information. However, the apparent absence of continuity between support cases and repeated requests for documents already supplied suggest that our application may require manual review by a senior member of the Developer Relations or Developer Program team. Request We respectfully request that Apple: Conduct a senior review of our Developer Program application. I am facing two different errors depending on the device I use: On Mobile (iPhone): When I try to purchase/subscribe to the Apple Developer Program, I get the error: "Unable to Purchase – This item is currently not available in your country/region." On MacBook: When I try the same purchase, the process shows "Unable to Continue" and does not proceed further. I have already completed my D-U-N-S Number verification and all required organization details under the legal entity name DigiSutra. My Apple ID region and billing details are correctly set to India. I have tried this on multiple devices (iPhone and two separate MacBooks) using the same Apple ID, and the issue persists consistently — so this does not appear to be a device-specific issue. Apple Developer Program enrollment rejected after failed identity verification — unable to retry or submit documents manually
Hello, I am having an issue completing my enrollment in the Apple Developer Program and would appreciate guidance from Apple Developer Support or anyone who has experienced a similar situation. I initially applied for the Apple Developer Program, but during the payment stage, Apple did not accept my payment method. I tried several debit and credit cards registered in my own name, but none of them were accepted. I contacted Apple Developer Support and was advised to continue the enrollment process through the Apple Developer app. Support enabled the identity-verification process for my account, and everything worked correctly until the passport-scanning step. During the passport scan, the app captured a blurred image. I wanted to rescan the passport, but the app did not give me an option to retake the image and submitted it. Approximately 5–10 minutes later, the identity verification was rejected. After that, I contacted Apple Developer Support again, explained that the passport image had been captured incorrectly, and requested either: another opportunity to complete the identity verification; manual identity verification; or a secure method to submit my passport and any other required documents. I made it clear that I am ready to provide any documentation necessary to verify my identity. However, I received the following response: “We can’t verify your identity with the Apple Developer app or provide further assistance with the Apple Account for Apple developer programs.” Since receiving this message, I have not received any further explanation or response. I am also unable to restart the enrollment process. I currently receive the following message: “Your enrollment could not be completed. Your enrollment in the Apple Developer Program could not be completed at this time.” My support case numbers are: 102885570056 102931611778 I believe the rejection was caused by the blurred passport image captured by the Apple Developer app, rather than a problem with my identity or documents. I was not given an opportunity to review or retake the image before it was submitted. Could Apple Developer Support please clarify: Whether my enrollment can be manually reviewed; Whether the identity-verification process can be reset so I can scan my passport again; Whether I can securely provide my passport and supporting documents directly to Apple; Whether this rejection is permanent or whether I may submit a new enrollment request. I am a legitimate applicant from Azerbaijan and am fully prepared to provide my original passport, payment information, proof of address, or any other documentation required through an official and secure Apple channel. I had already accepted my Apple Developer Program License Agreement since the 20th of march 2026. But your banner stay in my business portal and say : "Le contrat de licence de l’Apple Developer Program a été mis à jour et doit être revu. Afin de pouvoir mettre à jour vos apps existantes et en soumettre de nouvelles, la personne titulaire du compte doit revoir et accepter le contrat mis à jour en se connectant à son compte." Active Apple Developer Program membership, but team suddenly shows as not associated with an active membership
My Apple Developer Program membership is paid and should still be active until March 10, 2027. This account had been working normally for several months, but recently I suddenly lost access to membership-related resources. Now when I sign in to developer.apple.com/account, it shows “Join the Apple Developer Program” instead of active membership details. When I try to create an Identifier in Certificates, Identifiers & Profiles, I get this error: “Team ID is not associated with an active membership.” I have already confirmed: I am signed in with the same Apple Account used to purchase the membership the receipt shows the membership is active this problem started only recently, after months of normal use Has anyone seen this before? Did Apple Developer Support need to manually restore the membership or team linkage?

Hello, Individual enrollment from Argentina, stuck for 17+ days with contradictory states between the Apple Developer app and the website. Posting here after escalating through Developer Support without resolution. Timeline: Earlier this year: my first enrollment attempt (Enrollment ID 9ZZ8DMAR56) never completed and was cancelled. Support case: 102896974266. June 28, 2026: I started a brand-new enrollment through the Apple Developer app on iPhone (Enrollment ID MX5XML7QZ0). Payment completed successfully — the membership subscription shows as active in Settings > Subscriptions. Same day: I submitted my national ID (DNI) through the app for identity verification. Since then: the app shows "Enrollment pending — you will receive an email soon." No email has arrived in 17+ days. Meanwhile, on developer.apple.com, clicking "Enroll Now" displays a message telling me to contact Apple Developer Support — which suggests my account has a flag or a stale record from the previous cancelled enrollment blocking the new one. Already done: Replied to my existing support case (102896974266) with full details. Legal name on my Apple Account matches my government ID exactly. Region: Argentina. Phone number verified. Request to Apple staff: could someone please review Enrollment ID MX5XML7QZ0 and remove whatever stale record or flag is blocking it? My app is complete and this enrollment is the only blocker for TestFlight and a September App Store release. Unable to Create Apple Account for Developer Organization Enrollment (‘Your account cannot be created at this time’)
Hi! I'm a first-time app founder trying to enroll my business in the Apple Developer Program as an Organization. I already have a personal Apple ID, so I'm trying to create a separate, brand new Apple Account using my business email for the enrollment. Every time I complete the account creation form and go through the verification code step, I get the error: 'Your account cannot be created at this time.' Things I've already tried: Personal cell phone number for verification A Google Voice number for verification Different browsers The Apple Developer app Different WiFi networks I only have one iPhone and one cell number, both already tied to my personal Apple ID. My D&B DUNS number is confirmed, the only blocker is creating this new Apple Account. Is there a known solution for this? It seems like it must be a common situation for small business owners who use one device for both personal and business. Any help appreciated!
