I am trying to enroll in the Apple Developer Program, but I cannot complete the payment.
During the purchase process, I receive the following error:
We are unable to complete your order.
There was an issue when we processed your order.
An invalid value '1549' was provided for State, Province, or Region.
My details:
Country: Kosovo
State/Province/Region: Kosovo Region (selected from the available option)
I have verified my information multiple times, but the error appears every time.
I have contacted Apple Developer Support multiple times over the past month.I have not received any response (positive or negative).
I need to complete enrollment to publish my apps, and this delay is blocking my work.
On february 9, I tried to enroll to the developer program, I got charged and received and order number, the next day when I tried to see the status of the enrollment, the order number provided on the email confirming the order was not working, I've tried to get support through email, nothing happens; I've called about 20 times to Apple Support, nothing happens, they said they doesn't have direct communication to the Apple Developer department, I have two weeks plus trying to have an answer on email, and nothing happens, but you know what happened? They completed the charge on my CC.
I have purchased enrollment to the Apple developer program to upload apps yet my application has been sitting in pending for a week now. I've seen multiple other threads talking about how they are dealing with the same issue and I am wondering if anybody has found any resolve to this.
Based on recent events - with proof available in the review section - it’s clear that Apple has completely halted the release of new apps to the store for about a month. There are hundreds of threads on this topic, and Reddit is blowing up over it. Would it be possible for us to get a refund for the paid developer accounts? That would be very fair, as we haven’t been receiving the service for over a month now.

I’m looking for some help or advice regarding my Apple Developer Program enrollment. I subscribed and paid on February 3rd, but my account is still in "Pending" status.
It has been 15 days since my payment was processed. I uploaded my ID documents for verification 9 days ago and I haven't received any updates since then.
Has anyone else experienced such a long wait recently? How much longer should I reasonably expect to wait for manual verification?
Hello everyone, I paid for my 1-year developer subscription, but after 48 hours it still seems to be in pending status. Also, the account page seems to think that I have not paid the subscription fee as it claims I need to pay it to continue enrollment. Is anyone else dealing with the same issue? I received an Order Acknowledgement email each time stating processing within 2 business days.
However:
My account still shows “Complete your purchase”
My membership has not been activated
I have received no follow-up or activation email
Multiple support emails received no response.
This appears to be a backend enrollment fulfillment failure or a failure on apple supports part, not a payment failure.
I need this escalated to the Developer Program Enrollment team for manual review and activation.
This is blocking my app development, and frankly the lack of communication is unacceptable for a company like Apple.

Hi, I’m enrolling as an Individual in the Apple Developer Program and my enrollment is stuck on “Program Enrollment”. Apple Support Case ID: 102825406888.
Apple Support asked me to submit my national ID, which I already did, but my account is still not activated and I haven’t received any update (it’s now been several days).
Is there any recommended next step to get this escalated to the Developer Program Enrollment team or to confirm the current status (Approved/Pending/Rejected)?
Hello Apple Developer Support Team,
I completed my Apple Developer Program enrollment directly through the Developer app on my iPhone. The identity verification and payment were successfully processed.
However, when I log in via the web, I still see the message “Complete Your Purchase,” and my enrollment status appears as Pending. The system seems to be asking me to proceed with enrollment again, even though the process was already completed on my iPhone.
Could you please review my account and clarify the current status of my enrollment?

Does anyone no if this is possible without Having to create another apple Developer account and register is that way with my business license name ? or do I have to create a brand new developer account and pay the 99 fee again :(
Hi everyone,
I subscribed to the Apple Developer Program on Tuesday evening, February 15th, 2026. The payment has already been charged to my bank account, but my account still shows the status “Pending” with the message “Subscribe your membership”.
It’s now been several days, and I haven’t received any confirmation email or any request for additional information.
I already contacted Apple Support by email/phone without any response, but I’d like to know if other developers have experienced the same situation and how long it took before their account was activated.

I'm a solo developer. My app (Reazy, a text-to-speech tool for students with dyslexia) was never published — I was still in the review process. I have no other Apple developer accounts and have never had one terminated before.
The termination email cited "documented indications of fraudulent conduct" under Section 3.2(f) but gave no specifics.
I have not manipulated reviews, used fake accounts, or engaged in any fraudulent activity. I genuinely don't know what triggered this.

I'm having a permissions issue in my Apple developer account and I'd like to contact support to get it sorted out but https://developer.apple.com/contact/ isn't working for me. I get an endless wait spinner and "ERROR:" in the top left corner (with no error message).

I’m looking for some insight regarding the Apple Developer Program enrollment. I completed my payment (649 TL) 3 days ago, and my account status is still showing as "Pending."
I have already ensured that my Apple ID name (Ulaş Cem Budak) matches my legal ID perfectly. However, I haven't received any activation email or requests for further documentation yet.
