“We are unable to process your request”

I'm unable to upload a new app version to App Store Connect, and am met with this ambiguous error whenever I try to upload. I have three apps listed in App Store Connect, all different bundles coming from the same project, i.e. com.myapp.development, com.myapp.staging, and com.myapp. Uploads work fine for com.myapp.development and com.myapp.staging, but fail for com.myapp. I am sure that my bundle ID is correct. The app builds and runs correctly. This appears to be failing due to a network error when trying to provision the .itmsp file to upload to App Store Connect. I Keep getting this error if I try to enroll in the developer program, why is this? Please tell me how to fix this of why this is happening!

I am trying to register to Apple Developer Program. After filling my mobile phone, address, and bunch of other fields it just brings this page. An unknown error occured. ? If this was some students course work as a programmer that would be somehow acceptable, but for a corporation like Apple this must be a shame.

Today I'm getting a constant error when trying to submit my Apple Developer Enrollment.We are unable to process your request.An unknown error occured.Any ideas?

I have tried on three different ID accounts, and I always get the same error message. I do not think I am entering any details wrong, and the process is simple enough. When I asked Apple support, I got an email reply saying they could confirm I received the error message but nothing on how to fix it or what I had to change to succeed. Has anyone managed to work out how to proceed from this point? I would greatly appreciate any advice.

Cannot contact dev support. We have called Apple support multiple times and tried a number of things to resolve this issue - (different browsers, different computers, different networks) Whenever I click on contact us or account I receive this error message. Anyone know how to fix this?
