For some reason im facing problem: We are unable to process your request. An unknown error occurred. I really in love with Apple but i cant understand this... I googled this error around 30 mins and didn't find any solution. What i have to do? I have 2FA, I have payment method setted.

When I try to accept Apple Developer Program License Agreement I keep getting We are unable to process your request. error. I contact Apple and over a month even help of apple representative I couldn't solved the issue. I clear my safari cache and history and try many times and no success. I also goto appstoreconnect and check the any pending agreement and I found out that there is a paid app agreement pending. But I never will publish any paid app so why do I see that agreement? I am using Safari version 13.1.2 (15609.3.5.1.3) and my os version is 10.15.6 (Catalina). I also check my Apple ID and I don't have any issues.
