I’m running into an issue when logging into my Apple Developer account on the official site. After entering my Apple ID and password, I immediately see:
too many verification codes sent
At this point I should receive a 6-digit 2FA code via SMS to my trusted phone number, but nothing ever arrives. I’ve waited from one to seven days and tried again, but I still get the same error and still no SMS.
I’ve double-checked that:
My trusted phone number is correct in my Apple ID settings.
My carrier isn’t blocking or rate-limiting SMS messages.
Steps to reproduce:
Go to developer.apple.com and click “Sign In.”
Enter Apple ID and password.
Submit credentials → immediately see “too many verification codes sent.”
No SMS arrives. Retrying doesn’t help.
Expected behavior:
Apple sends a new 6-digit 2FA SMS to my trusted number.
After entering it, I can complete the login flow.
Actual behavior:
I receive the “too many verification codes sent” message instantly.
I never get the SMS code, even after waiting or retrying.
Has anyone else experienced this on the standard Developer portal? Is there a way to clear the “too many verification codes sent” flag or otherwise force delivery of the 2FA SMS? Any advice would be greatly appreciated!

Looking for advice: I've been automatically rejected from Apple's Developer Program without an explanation.
Hi everyone,
It seems I’ve hit a brick wall, so I’m reaching out to see if anyone here has experienced something similar to this or has any advice or resources to share.
I recently attempted to enroll in the Apple Developer Program, but my application was immediately denied after submission. Within one second of submitting my driver’s license, the app stated that Apple was unable to verify my identity and that I needed to reach out to Developer Support for further assistance.
When I first contacted Developer Support for clarification, the representative was happy to help. After being taken off hold, she said she couldn't offer any more information, but assured me that I'd later receive an email with further details related to my account and next steps. However, instead of steps to resolve the issue, I received a denial email repeating the same message about being unable to verify my identity (screenshot attached).
I’ve since spoken to multiple representatives and supervisors, and, while everyone was initially polite and understanding, it changed after I was taken off hold.
Here’s what I’ve been told:
The decision is final, and there is no possibility of escalation or appeal.
The supervisors themselves, despite being the final decision makers, have no access to the specific reason for applicants’ denial and, thus, could not provide any additional details.
I was also invited to join Apple's “Xcode program,” which I found out just means they’ll allow me to buy Xcode from the app store and use it without a developer account (I already do that).
Every time a support representative reread the sentence about being “unable to verify [my] identity,” I responded by offering to provide additional forms of identification. However, that offer was never addressed.
The last senior advisor I spoke with stated to me over the phone that:
She was the highest authority on the matter.
There was absolutely no way to escalate the issue further; it was 100% impossible.
She physically did not have access to the reason for my denial.
Neither she nor anyone else at Apple was able to offer further assistance.
I asked this senior advisor to send me an email with the above points in writing, which she said she would do. However, the email I received was a virtual copy-paste of the email from the first support representative, stating the same few sentences verbatim.
This has left me deeply confused, especially as no specific reason for denial has been shared, and since I was explicitly denied any opportunity to address (or even get information on) potential issues.
I’d like to ask this community:
Has anyone else experienced this sort of immediate rejection and/or a refusal to disclose the reason for that rejection?
Are there specific guidelines or policies I may have unknowingly violated that I should review? If so, what could be the reason why they’re being withheld from me?
Are there any resources or alternative channels I can explore to resolve this issue?
I’m so thoroughly confused, and I’m genuinely at a loss with how to move forward. I appreciate any insight or guidance from this community.

I represent a registered business operating under a developer account that has always followed Apple’s guidelines, complied fully with review requests, and submitted documentation whenever asked. We have never knowingly violated any policy, and we categorically deny any dishonest or fraudulent behavior.
Last week, our developer account was suddenly terminated without any prior warning or opportunity to address concerns. The message provided no specific reason, no actionable details, and no path to resolution. This has left us completely locked out — unable to appeal through standard channels, and unable to contact anyone directly. It’s shocking, disorienting, and devastating to a legitimate business with employees, users, and operations depending on this platform.
To make matters worse, this is not the first time. A previous termination notice was sent weeks ago and then — after we submitted a respectful and professional appeal — Apple quietly reversed the decision overnight, without any explanation or follow-up. We were left to assume it was a mistake. We had hoped that incident was rare and behind us.
Now it’s happening again, without explanation, and without a human conversation. We are losing money and users every day, and we’re still in the dark about what Apple believes we did wrong — because no one has told us.
We submitted a support ticket (ID: 102590329012), but have received no reply. We are committed to transparency, and we’re ready to provide any information needed. But we need someone to acknowledge this issue and help us find a path forward.
If anyone has experienced something similar or knows of escalation methods that worked, please share. We’re doing everything we can to resolve this respectfully — but we are shocked and deeply concerned.

Hi, I tried to apply Enroll in Apple Developer Program in the mobile app and I got this error:
"Your enrollment in the Apple Developer Program is under review. Please contact us."
Then I did contact Apple by phone as the error message says. I got the response as:
"For one or more reasons, your enrollment in the Apple Developer Program could not be completed. We are unable to continue with your enrollment at this time."
I am already shocked - so I asked what can I do?
Answer - nothing.
Is this normal to not get a response what's the reason that is blocking me to enroll the program ?
Lost All Developer Permissions After App Notarization, No Notice, No Support — Desperately Need Help
Hi Apple Developer Support Team and Community,
We are the developer of a VPN app with over 100,000 users.
Recently, after submitting a macOS app for notarization, we suddenly lost all developer privileges.
All our Developer Certificates were revoked without any notification.
However, our app is still live on the App Store and available for download and purchase.
The problem is: since all certificates were revoked, we are now completely unable to push any updates.
In the Developer Portal, it shows:
“Your Apple Account is already associated with the Account Holder of a membership.”
But clearly, in App Store Connect, I am listed as the Account Holder.
I have called Apple Developer Support multiple times.
Every advisor I spoke with told me: “You are not the Account Holder.”
Excuse me? If I am not the Account Holder, then who is??
I have also submitted nearly 1,000 support tickets via email — no reply at all.
This is devastating to our business, and no one is giving me any clear explanation of:
• What exactly happened?
• What did we do wrong?
• Why were all certificates revoked without any warning?
• Why are we trapped in this limbo where the system thinks we have a membership but we have no permissions?
Can someone — anyone — from Apple please seriously look into this case and tell me what is going on?
We are stuck, losing users’ trust, and completely helpless right now.
Please, this needs urgent escalation.

I am writing to seek assistance regarding a prolonged delay in updating my personal information within the Apple Developer Program.
I submitted a request to update my developer account information on December 9, 2024. Since then, nearly six months have passed. Despite multiple follow-ups with Apple Support, I have only been informed that my case would be “escalated to the operations team” without receiving any concrete update or explanation about the processing status.
I am not sure if there is a time limit for such a request. A delay of almost half a year is far beyond the normal timeframe and has caused significant disruption to my account maintenance, app distribution, and personal tax matters.

Hi everyone,
I created a new Apple account for a university project and enrolled in the Apple Developer Program with this new account. I paid for the enrollment using my personal account's payment method. However, a few hours later, Apple closed the newly created account.
When I contacted Apple Support, they informed me that they won't reopen the account and also don't refund the enrollment fee. So now I'm stuck with a paid and unsued Developer Program enrollment for an account I can no longer access.
Is there any way to transfer the Developer Program enrollment to another Apple Account (either a new one or my personal account)?
Has anyone faced a similar situation and found a solution?
This is especially frustrating as the enrollment was for educational purposes, and I'm now out the enrollment fee with nothing to show for it.
Any help would be greatly appreciated!

How to Complete the Apple Developer Program Enrollment
I want to register an Apple Developer account. I've communicated many times with Apple technical Advisors via email but haven't received effective solutions. The most recent reply was:
"经核实,我们已经将你的请求升级到相关运营团队,如果有进一步的消息,我们会尽快通知你。"
Here's the English translation:
"After verification, we have escalated your request to the relevant operations team. If there are any updates, we will notify you as soon as possible."
Almost every time I get the same response, but there's been no progress. Could other developers in the forum give me some advice? How should I communicate to successfully complete the registration?
Additional background information: I previously submitted my documents and passed the review, but encountered issues at the payment stage when using a credit card. I asked the advisor whether alternative payment methods were possible if I couldn't use a credit card—I just wanted to understand the options. However, my application was directly revoked and switched to applying via the mobile app, forcing me to restart the entire process. Now, I'm stuck because the mobile app keeps reporting errors. I hope to switch back to the web application instead.
Currently, the web application portal remains unavailable.
If any Apple technical advisors see this, please help address my issue. My case ID is 102573639542.

I have been waiting almost 2 months for my Apple developer account to be approved. I am unable to reach Apple even though I have submitted a ticket and made phone calls and requested to escalate. I have an event at the end of next week so I need the account approved so that I can upload the app. Can someone help? I am really desperate. I tried to store credentials for notarizing.
Presumably with the wrong combination of entries (similar to signing) – using the name of my university instead of my Apple Account.
xcrun notarytool store-credentials "notarytool-password" --apple-id "Berliner Hochschule fuer Technik" --team-id "8YAW3HL2QP" --password "my Apple-Account-pw"
.. retried assuming a syntax error (like missing ").
Got the error message:
This process stores your credentials securely in the Keychain. You reference these credentials later using a profile name.
Validating your credentials...
`Error: HTTP status code: 401. Your Apple ID has been locked. Visit iForgot to reset your account (https://iforgot.apple.com), then generate a new app-specific password. Ensure that all authentication arguments are correct.`
Happy to see: Signing is not affected and I still an can log in to my account on developer.apple.com. So notarizing “only” seems to be affected.
But how to reset the account to resolve the issue?
The iforgot.apple.com link does not help - I provided my iPhone-number but did not receive further messages – neither on the iPhone nor on my “developer” macbook.

Hi everyone,
I’m experiencing a frustrating delay with my Apple Developer Program enrollment and I’m hoping someone here can help or escalate the issue.
I had previously completed the enrollment process and was approved, but after opening the Apple Developer app on my iPad, the entire progress reset for some reason. I was forced to start the process again from scratch, including submitting all required documents.
Last time, my documents were verified and approved within 7 days. However, this time, it’s been over a month since I submitted my documents and there's been no progress.
I contacted Apple Developer Support, but they responded saying it would take an “undetermined amount of time,” without providing any explanation, timeline, or guidance. That’s extremely concerning, especially since I’ve already gone through this once before.
This delay is affecting my ability to move forward with game releases and business plans. I’m more than willing to provide any additional documentation if needed, but I’m currently stuck with no idea what’s going on.
Can someone from the Apple team please:

I am trying to integrate Apple Music API using MusicKit and need to generate a Developer Token. However, when I try to create a new key from the Certificates, Identifiers & Profiles section, the “Media Services (MusicKit, ShazamKit, Apple Music Feed)” option is grayed out. We are getting the error 'there are no identifiers available that can be associated with the key.' Although we did checkmark 'musickit' in app services.
I have already:
Enrolled in the paid Apple Developer Program
Created a valid App ID under Identifiers
Logged in as the Account Holder
Tried multiple browsers and devices
Despite this, the option remains disabled. Could you please enable this or let me know what further steps I need to take?

I think from January 2025 I'm trying to become a developer for apple. The process was an adventure.
First time I used the website to become a registered developer. All good until i wasn't able to make any inputs in a disabled required field that was required but empty.
I said ok, I'll try to use their support to guide me. After couple of mails I've understood that those answers were like: "sorry for inconvenience but try again maybe you didn't do something as expected". I've restarted the process many times and did tried, nothing worked. So... go back to email with support (note, there is no quick reply, sometimes it takes near a week or so to respond: and the response is "try again, sorry to hear that, let us know if we can help you")
After a month or so i got an email that told me to use the application to enroll. So I decided to use it. So I've canceled my active enroll and moved to the device. My iPad Pro didn't worked, so I moved to MacBook Pro and tried from there with the Developer App. Didn't work....
Go back to email support.
After a while they told me that is an issue with my card and they can't get my money from it, (is the same that I'm using on their store to buy app and it works without any issue).
After another months spent on emails (copule because of their response timing, maximum 2 reply each week) and after I said I'll do my best to find someone from their management to let them know the nightmare that I'm forced to live with the support team, they said let me call you. They called me and their tool for remote view desktop didn't worked so it was like, do this, do that, I did, I did, I tried...ok let's try one more time and don't touch anything after.
I did what they said and they told me that I'll be contacted soon. 2-3 days I waited for the call and...nothing... I did sent reply email support to understand the status of enrollment.
I got this:

Your orders have not been successful. I am trying once again today.
Since it is Friday, it will take a little longer to process.

And today is Tuesday and nothing...
I did asked also if you can't take my money just let me know the error that you receive so I'll be able to contact card issuer and ask to verify if that is an issue with it. I did asked and they told me they don't see any issue.
Now I'm stuck,,,,
Do I need to contact Tim just to open a developer account? I think he's busy with more important stuff.

Hello, everyone,
I hope you're all doing well. I'm facing an unfortunate issue with my Apple Developer Program membership that was suddenly terminated. I received a generic email from Apple, stating that my membership was revoked, but no specific reason was provided for this action.
I appealed the decision, offering all possible explanations and commitments to adhere to guidelines, only to be met with a reply stating that the decision is "final" and no subsequent appeals will be processed.
Has anyone here faced a similar situation?
Are there any steps that can be taken to understand the reason for termination when Apple doesn't disclose it?
Is there a way to open a dialogue with Apple, even when they've stated that their decision is final?
Would publicizing this issue through social media or blogs be advisable?
This is a particularly trying time for us, as we are recovering from a recent earthquake and our app is our sole source of income.
Any insights, advice, or shared experiences would be greatly appreciated.

This error appeared yesterday out of the blue. I'd been on appstoreconnect.apple.com working on an app update and later in the day when I tried to log in again I immediately get the error, "Failed to verify your identity. Try Again". No verification code is sent and it's not a password issue, as that's a different error.
I'm able to log in to iOS devices and Apple's apps, like the App Store Connect App. I was even able to log in to the Apple Support App and change my password, but I still couldn't access any Apple websites. If I try to log in to icloud.com, searchads, appstoreconnect.apple.com, developer.apple.com, or appleid.apple.com I immediately get the same error and no 2FA code is sent.
I've seen online that others have had this issue and some resolved it by appending a verification code to the end of their password, but that hasn't worked for me. (Even though Apple's sites fail to send the 2FA I was able to get a code by going into iOS Settings->iCloud->Passwords & Security->Send Code).
Has anyone had this issue and been able to resolve it?
I've seen online that people have periodically experienced this issue for years, but I've seen no solution other than the code-appending trick.
Apple Developer Support and regular Apple Support haven't been able to help so far (they also told me to try appending a 2FA code to my password). I had to create another Apple ID just to be able to get back into this forum and also the Contact Support page. But now that I have a support case the only way I can communicate with the rep is by logging in with the ID that actually has the login issue.
The issue may be rare, but it's been around for several years and Apple has set up its support systems in a way that makes it extremely difficult to get support in these circumstances. In fact, regular Apple Support has no ability to even transfer a call to Developer support.
If anyone can help me with this I'll buy you a beer--heck, several beers.
